The objective of the proposed Project is to re-activate essential delivery of services, by rehabilitation existing infrastructure, providing essential supplies and improving targeting and access of services by vulnerable groups at the local level. The Project will support: (i) restoration of basic social services at the local level in ways that will assist the reform process; (ii) strengthening community support for vulnerable groups; (iii) strengthening local governments and community-based organizations to properly plan, operate and maintain social services; encouraging sustainable mechanisms such as revolving funds for replenishing textbooks and drugs; creating a system of incentives for medical, education and social protection staff to supplement their salaries and avoid absenteesim.

Consulting Services
The TA will provide international consultancy services and funds for fieldwork support. A total of 4 person-months of international consulting services are required representing the following skills: (i) social sector economist; (ii) financial analyst, (iii) education specialist, and (iv) architect. The consultants will be selected on individual basis to allow a quick response to the necessity of achieving timely results.
No significant purchase is envisaged.
