Description

The Government has requested a TA is to support (i) in-depth review of the early status of the development of the SSE schools and system (1998 and 2001), and (ii) initial establishment and operationalization of monitoring and evaluation functions within CSSE. The in-depth review will focus on assessment of external and internal efficiency, as well as adequacy of recurrent budget at a sample of new SSE schools. Results will be used to explore options and strategies for maximizing efficiency and effectiveness of the SSE sector. Findings will be presented and disseminated in time for the NPPT review in 2001, hence permitting integration into the NPPT strategies for 2002 and beyond. Concurrently, the TA will development of monitoring and evaluation functions and tools for the SSE sector, to pave ways for provision of timely and reliable management information on the SSE system and program.

Consulting Services
The TA will support about 26 person-months of international consultants, 30 person-months of domestic consultants, and three groups of domestic field researchers. The international consulting services cover expertise in (i) education management, monitoring and evaluation (12 person-months), (ii) senior secondary vocational and technical education program (7 person-months), and (iii) education finance (7 person-months). Domestic consulting service will also cover the same areas, and researchers will assist the field survey and at the school levels.
