The potential environmental impacts of the Project include: (i) soil erosion from tunnel and excavation spoils and stockpiled material; (ii) noise from construction and railway operation; (iii) smoke and air pollutants primarily from boilers at stations and dust during the loading, transit, and unloading of coal; (iv) contamination of bodies of water by temporary workers' camps and water from tunnel construction; (v) solid waste from temporary workers' camps, passenger trains, and slag from boilers at stations; (vi) clearing of forests; and (vii) possible impact on unexplored historical sites, if any. The environmental protection and mitigation measures are estimated to cost $39.4 million equivalent; these are included in the project cost estimates. Monitoring are undertaken to ensure that environmental impacts are minimized to acceptable levels and meet ADB requirements as well as the Government's environmental standards and provincial regulations. MOR has assured that the environmental mitigation measures identified in the EIA were incorporated in the design and construction stages of the Project. Environmental measures, on which action needs to be taken by civil works contractors, were incorporated in the bidding documents for civil works to ensure implementation of such mitigation measures by contractors. Compliance with these measures were monitored by Environmental Assessment Center of the China Academy of Railway Sciences to ensure that all applicable national, provincial, and local environmental laws, regulations, guidelines, and standards are met during project implementationand operation. Moniroting of such measures were reported in the quarterly progress reports on project implementaiton.
The Project would have major direct and indirect social and poverty reduction impacts that significantly strengthen its justification. Formulation of the Project has sought to maximize positive social impacts, and avoid and mitigate the negative ones. Women were employed in the operation of the railways in several different types of jobs, including signaling operators, station management staff, and security guards. Negative secondary gender impacts were not anticipated with the construction and operation of the Project. No indigenous people were known to be living along the Project route.

|The goal of the Project is to promote economic growth in poor interior provinces to raise living standards and reduce poverty. This will be achieved by providing railway infrastructure that facilitates economic transportation of goods and people, and improves access of the poor to employment opportunities and income generation activities. The project scope comprises: (i) construction of a 954-km single track, standard gauge railway between Hefei and Xi'an, including subgrades, bridges, and tunnels; (ii) laying of railway track consisting of rails and accessories, concrete sleepers and stone ballast; (iii) construction of 52 new railway stations complete with facilities, (iv) electrification of the 407-km Xi'an to Nanyang section including power supply arrangements; (v) provision of modern technology and equipment for signaling, telecommunications, yard operation, and mechanized maintenance of track; (vi) training in the use and maintenance of modern equipment; (vii) environmental protection and mitigation of adverse environmental effects; (viii) land acquisition and resettlement of affected persons; (ix) consulting services for design, construction supervision and quality control, procurement, environmental monitoring and monitoring of resettlement and social impact; and (x) institutional strengthening of marketing and business development capabilities.|
|Rail traffic on the existing east-west corridor from Liangyungang to Lanzhou has increased rapidly and is congested. The Hefei-Xi'an Railway (the Project) will mitigate bottlenecks for transportation of goods and passengers in the east-west direction. By interfacing with major national railway routes, the Project will help to improve traffic maneuverability and overall efficiency. The project railway will traverse the less developed areas in southwest Shaanxi, Henan, North Hubei, and northwest Anhui provinces. The project influence area with a total population of about 37 million is rich in natural resources but its development has lagged behind the coastal regions. The Project is expected to stimulate industrial and national resources development and help reduce the incidence fo rural poverty.|

Consulting services for construction supervision and quality control, monitoring and evaluation of resettlement, and monitoring of environment management that are satisfactory to ADB have been engaged by MOR following Government procedures. These services will be financed by MOR from own resources. International consulting services for institutional strengthening of marketing and business development functions will be engaged in accordance with ADB's Guidelines on the Use of Consultants.
Contracts for civil works and equipment financed by the ADB are being procured in accordance with ADB's Guidelines for Procurement. Other items are procured following Government procedures. Advance action for procurement of ADB-financed civil works was approved on 13 March 2000.
