The objective of the TA is to prepare a feasibility study for a project to modernize secondary education by developing an integrated curriculum, introducing communication and computer skills, and improving testing to measure academic achievement. The TA will assist the Government in preparing a feasibility study to develop a consolidated secondary school system throughout the country. This will include preparinig an investment proposal to (i) establish a network of grades 10 to 13 schools located throughout the country to ensure equity; (ii) revise the grade 10 to 13 curriculum; and (iii) strengthen NETS to modernize O and A level examination procedures and adminstration, including school-based assessment of individual and gorup activities, computer work, laboratory exercises, and guidance counseling.

Consulting Services
A team of three inernational and one domestic consultants will be recruited to provide specialist services totaling 13 person-months. These include specialists in (i) economics of education and team leading; (ii) testing assessment; and (iii) curriculum and training. The domestic consultant will work closely with the international consultant.
