The objective of the TA is to formulate a project aimed at reducing the incidence of poverty among the rural population in the Central Region of Viet Nam by increasing food security, and income and employment opportunities of poor households and vulnerable groups in the project area. Crosscutting issues of gender, ethnic minorities, and sustainable natural resource management also will be addressed. The TA will assess the scope, components, costs, economic and financial viability, social and environmental effects, institutional capacities and needs, implementation arrangements, and operation and maintenance requirements for the project. It will define appropriate mechanisms and criteria for targeting poverty, selection of project villages, beneficiaries and identification of indicative subprojects. The TA will design a Project to (i) enhance rural incomes through improved on--farm productive activities in agriculture (crop production, livestock, fishery/aquaculture, forestry) and off-farm employment opportunities; (ii) design an appropriate mechanism to provide access of farmers and other entrepreneurs to rural financial services; (iii) support small-scale village/community level infrastructure; (iii) design a capacity building component for local government authorities and beneficiaries to successfully plan and implement project activities, and for upgrading of local technical skills to facilitate village-level productive activities.

Consulting Services
The TA will be undertaken over a seven-month period and is expected to commence in April 2000. A total of 40 person-months of consulting services will be required to prepare a project proposal suitable for ADB financing. ADB's procedures for Simplified Technical Proposal will be used to select the consultants. A total of 22 person-months of international consultants will be required with the following expertise: Institutional and rural development specialist (Team Leader), agriculture development/extension expert, rural infrastructure engineer, community/social forestry specialist, environmental specialist, and an economist. A total of 18 person-months of domestic consultants will be required with the following expertise: rural finance and microenterprise development expert, rural sociologist, community development specialist, aquaculture/fisheries development expert, institutional assessment specialist, agronomist, and an animal husbandry/livestock development specialist.
