|The overall objective of the Education Sector Development Program (ESDP) is to contribute to Cambodia's broader poverty reduction policy by assisting the Government in reforming and strengthening the education sector as outlined i n the Government's Education Strategic Plan (ESP). The ESDP will support nationwide policy reforms related to education finance, removal of access barriers to education for poor students, improved learning, more efficient and transparent education service delivery, and decentralized management, and provide investment funds to support the implementation of policies designed to improve equitable access to quality education for under-served and disadvantaged populations..|

A total of 54 person-months of international and 96 person-months of domestic consulting services will be required. The international consultants will be specialists in school facilities (24 pm); budget planning, accounting, and audit (12 pm); technical and vocational education and training institutional development (9 pm); and TVET skills standards and quality assurance (9 pm). The domestic consultants will be specialists in management information system design (18 pm); architecture-engineering (18 pm); accounting and audit (24 pm); TVET staff development (18 pm); and TVET skills standards training (18 pm).
The Program loan proceeds will be used to finance the foreign exchange cost of items produced and procured in ADB member countries, excluding ineligible items (i.e. alcoholic beverages, tobacco, radioactive and associated materials, etc.) and imports financed by other bilateral and multilateral sources.
