Description

The title of the project has changed to "Decentralized Senior Secondary Education Project ". The purpose of the proposed project is to improve human resources of Indonesia, particularly that of the poor, women and disadvantaged. To achieve this goal, the overall objective is to increase the proportion of children participating and completing senior secondary education. Specific objectives are to (i) improve efficiency in education management, (ii) improve quality and relevance of delivery of education services, (iii) improve access and equity, and (iv) prepare for the future needs in education. The scope of the project would cover all aspects of senior secondary education, general education as well as vocational and technical education.

Consulting Services
A team of consultants will be engaged for 6 months to work with the Executing Agency to do the feasibility study leading to a project proposal for senior secondary education in Indonesia. An international consulting firm will be selected in accordance with the Guidelines on the Use of Consultants of the Asian Development Bank, and other arrangements satisfactory to ADB. The Quality and Cost-Based Selection (QCBS) method will be used. The consulting firm will provide 18 person-months of international and 60 person-months of domestic consulting services. The international consulting firm will select the domestic consultants as individual or in collaboration with an Indonesian consulting firm, and will be responsible to organize and coordinate workshops, most of which will take place in districts and provinces concerned. The following consultants are proposed: Education Management, Policy and Planning/Team Leader-6 person-months(pm)-international; Education Systems/Deputy Team Leader-6 pm-domestic; Coordinator Project Implementation-6 pm-domestic; Life Skills Education/Curiculum Expert-1 pm-international; Capacity Building Expert-2 pm-international; School-based Management Expert-2 pm-international/2 pm-domestic; Social Analysis, and Gender and Development Expert-1 pm-international/2 pm-domestic; Governance and Anti-Fraud Experts-1 pm-international/2 pm-domestic; Education Management Information System Expert-3 pm-domestic; Monitoring and Evaluation, and Quality Assurance Expert-2 pm-international; Economic and Financial Analyst-2 pm-international/2 pm-domestic; Information and Communication Technology (ICT) Expert-1 pm-international/2 pm-domestic; Civil Engineer and Architect-3 pm-domestic; and Project Implementation Specialist-32 pm-domestic.
