The objective of the Project is to control acid rain and air pollution in Anhui Province to reduce adverse human health impacts, improve agriculture and forest productivity and protect the environment. The Project will help: (i) formulate measures for improving the policy framework for reduction of sulfur dioxide and other acid rain causing gas emissions; (ii) support a set of subproject that promote cleaner production, reduce acid rain and air pollution, improve the environment; and (iii) institutional strengthening for environmental monitoring and enforcement including human resource development.

Project Rationale and Linkage to Country/Regional Strategy

Monitoring data for 1990 to 1998 indicated that the acid rain frequency in the cities along the Yangtze River reaches 25 to 65 percent, and the pH level is as low as 3.0 to 3.5 (lower pH refers to higher acidity). The damage caused by the acid rain in the area is estimated to be well over $100 million per year.

Consulting Services
International consulting services of 30 person months and equal person months of domestic consulting services for institutional strengthening and 10 person months of international and equal person months of domestic consulting services for project implementation. The work related to institutional strengthening includes promotion of corporate governance, financial management, information technology development, and demand and market analysis. Required work for project implementation includes (i) review of the adequacy of the preliminary design, (ii) check specifications of equipment and materials, (iii) ensure quality control, and (iv) ensure international codes and standards. Required expertise includes: design engineering, bid preparation and evaluation, technology assessment, enterprise restructuring, cost accounting, financial management, and information technology systems development.
All equipment and services financed from the ADB loan will be procured through international competitive bidding (ICB) or international shopping (IS) in accordance with ADB's Guidelines for Procurement. Contracts valued at $500,000 or more will be awarded based on ICB procedures. Those valued less than $500,000 will be awarded on IS procedures. Equipment with estimated values below $100,000 will be provided through direct purchase. Civil works will be procured through local competitive bidding in accordance with procedures acceptable to ADB. A tentative list of procurement packages will be developed by each project implementing agency for review by ADB.
