Environment A

Summary of Environmental and Social Issues

The EIA concluded that no major adverse environmental impacts will result, provided the recommended mitigation measures are implemented. In addition to following ADB s Environment Policy and Environmental Assessment Guidelines, all applicable PRC laws and regulations will be complied with during implementation and operation. To ensure that potential adverse environmental impacts of project construction and operation are minimized, the environmental monitoring program and mitigation measures, as specified in the EIA, will be incorporated in the engineering design, contract documents, and budget allocation for implementation. Environmental impacts during construction include generation of dust during earthwork, noise and exhaust emissions from construction equipment, potential contamination of surface water and groundwater with construction-generated wastes, and conversion of agricultural land to roads. An environmental impact during operations is a possible increase in vehicle emissions due to increased traffic volume; however, the emission per vehicle will decline with smoother traffic. Mitigating measures include application of good engineering practices (e.g., water spray to suppress dust, enforcing standards of construction equipment noise and exhaust emissions), constructing storm water retention basins, and replanting to offset lost agricultural land. XMURCC is planning and implementing a broad spectrum of traffic management and transport sector projects expanded use of cleaner fuels and more stringent vehicle emissions standards that will reduce transport-related pollution intensities. A social development action plan was formulated and endorsed by the Project Company to ensure that potential social impacts are mitigated. The plan includes expanded public bus services, protection of communities from construction disturbances, control of transmissible diseases, cultural relics and ecotourism resource protection, and priority to local poor and women for construction works. The required actions, responsible agencies, and funding sources for these measures are set out in the social development action plan.

Stakeholder Communication, Participation and Consultation

Since the Project will have significant impacts, community views were sought through consultation meetings. Between July 2002 and February 2003, 33 focus group discussions were conducted, 1,550 households in 22 affected villages were surveyed, and owners of 20 affected enterprises were interviewed. From April to June 2003, all affected villages and enterprises were investigated and consulted, and seriously affected villages formulated initial rehabilitation plans. In July 2003, 5,000 copies of a resettlement information booklet were distributed to all affected villages, households, and enterprises. In August, the approved compensation standards and road alignment were announced to the local people. At various stages of project planning, APs were informed of, and consulted about, the likely impacts of the Project. Stakeholders consulted included (i) heads of households/business units to be affected; (ii) village heads and villagers representatives; (iii) local government agencies and departments; and (iv) women, the poor, and other vulnerable groups. More intensive consultations were undertaken to formulate village rehabilitation plans for the most seriously affected villages. The consultations will continue throughout project implementation.

During Project Design
A participatory appraisal techique was adopted during social analysis as part of the feasibility study to facilitate beneficiary participation in project formulation and implementation.
During Project Implementation
Employment opportunities arising from the civil works under the Project will be maximized for local poor persons who meet the job and efficiency requirements for construction of project roads. Such works will be provided on-the-job training.

Description

The principal objective of the Project is to promote economic growth in Xi'an Municipality by relieving transport infrastructure bottlenecks. The Project will develop an efficient, safe, and environmentally sustainable urban transport system, thereby (i) strengthening institutional capacity by improved coordination among municipal government agencies concerned, (ii) improving traffic management and safety, (iii) enhancing vehicle emission control, and (iv) expanding the capacity of urban roads. The Project comprises: (i) construction of a 71 km ring road, including interchanges, toll stations, and bridges, (ii) upgrading and construction of 16 km connector roads, integrating the ring road with the overall urban road network, (iii) urban transport component, including four elements - traffic management and safety, vehicle emission control, urban transport planning, and road maintenance; (iv) procurement of equipment for road maintenance, transport planning model, traffic signals and area traffic control center, vehicle emission inspection, compressed natural gas (CNG) filling stations, toll collection, and surveillance and communications; (v) land acquisition and resettlement, and (vi) consulting services for construction supervision, urban transport component, monitoring and evaluation, and capacity building.

Project Rationale and Linkage to Country/Regional Strategy

In the context of rapid economic development, urbanization, and traffic growth, the present urban transport infrastructure and services cannot meet the increasing traffic demand in Xi'an Municipality. The present incomplete road network, low standard of transport infrastructure, low flow capacity at surface intersections, and slow vehicle speed contribute to traffic congestion, traffic accidents, and vehicle emissions. The main causes of urban traffic congestions are (i) inadequate road infrastructure facilities and services; (ii) poor management and maintenance of urban roads; (iii) poor public transport services; and (iv) institutional weakness. The consequent impacts of urban traffic congestion include (i) increased transport costs comprising vehicle operating costs and time, (ii) increasing air pollution due to vehicle emissions that pose serious health threats to urban residents, and (iii) increasing number and severity of road accidents due to poor driving practices, large traffic volumes, and narrow roads. Consistent with the Xi an master plan, large investments are programmed for road construction, a subway system, and public transport operations. Clear and realistic priorities need to be set for future urban development. Policy and institutional reforms are needed in urban transport policy and regulations, public transport, traffic management and safety, road maintenance, vehicle emission control, driver education, urban poverty reduction, and private sector development. The master plan gives priority to the construction of the third ring road, which will form the main physical component of the Project. Construction of a ring road and connector roads will provide efficient and safe access within the city, and for inbound and outbound traffic. The Project will address the growing traffic congestion caused by the rapid increase in traffic, inadequate road infrastructure, and poor traffic management. The Project has been designed as a public service project because people in the urban area will all benefit from the Project directly or indirectly through reduced congestion in the urban road network as a whole. The project road users, therefore, will not be directly charged for its use.

Consulting Services
About 51 person-months of international consulting services will be provided under the Project to (i) help with project management during the construction period; (iii) conduct a safety audit of the project design and completed construction works; (iv) help set up and implement quality control procedures; (v) help develop capacity in road safety and vehicle emissions, and prepare action plans for Xi'an Municipality; (vi) prepare a procedural manual for good management of the Project Company; (vii) assist in formulating a capacity development program; (viii) environmental and resettlement monitoring; and (ix) help establish and implement a project performance management system, including assessing the impact on poverty reduction. About 3,000 person-months of domestic consulting services will be required for construction supervision. The international consultants will be financed from the ADB loan and be recruited based on the quality- and cost-based selection method in accordance with ADB's Guidelines on the Use of Consultants. The domestic consultants will be financed by the Project Company, and will be recruited in accordance with government procedures acceptable to ADB.
Procurement
Goods and services financed by the ADB loan will be procured in accordance with ADB's Guidelines for Procurement. The main civil works will be divided into 21 packages to be procured under international competitive bidding procedures. On 22 July 2003, ADB approved advance action for procurement of civil works. Equipment will be procured through international competitive bidding or international shopping.
