The Project will assist the Government in the efficient rehabilitation of public infrastructure damaged by the July 1999 floods and landslides. The Project consists of: (a) civil works; (b) construction materials; (c) equipment; and (d) consulting services for construction supervision, environmental and social impact monitoring.

Project Rationale and Linkage to Country/Regional Strategy

The floods and landslides of July 1999 caused significant damage to public infrastructure. There is an urgent need to help the Government to cope with the disaster particularly as it is experiencing budgetary constraints which are expected to continue over the medium term. The Project will assist the Government to (i) rehabilitate public infrastructure in the affected areas; and (ii) ensure that these unexpected expenditures will not disrupt its macroeconomic stabilization and postconflict development program. In line with the Bank's policy to assist the rehabilitation efforts of its DMCs after they are struck by disasters, the proposed emergency loan will enable Tajikistan to continue with development expenditures that otherwise would have to be reallocated for disaster rehabilitation.

A total of 290 person-months of domestic consultant services for design review, construction supervision and quality control.
Advance procurement action has been approved for equipment and civil works for the period between flood occurence and loan effectiveness, with retroactive financing of $1 million. Procurement of goods and services to be financed from the Bank loan will be undertaken in accordance with the Bank's Guidelines for Procurement through force account, direct purchase and local competitive bidding for civil works and direct purchase for equipment.
