Description

The overall goal of the proposed technical assistance is to assist the Royal Government of Cambodia in designing and preparing an investment project aimed at increasing the absorptive capacity, enhancing the socioeconomic development and securing the sustainable livelihood of rural communities in which demobilized soldiers and their families are reinserted and reintegrated. The scope of the TA will be designed in the context of the ongoing demobilization program. The TA will assess the scope, components, cost, economic and financial viability, social and environmental effect, institutional capacities and needs, implementation arrangements, and operation and maintenance requirements of the rural development Project. It will define appropriate criteria and mechanisms for selecting rural communities and targeting poor and vulnerable groups, including but not limited to veterans and their families. The TA will design a rural development project that may comprise interventions seeking to (i) upgrade social and physical infrastructure through labor-intensive construction works, (ii) increase access to rural financial services, (iii) promote human resources development and enhance entrepreneurial skill and income generation, and (iv) build local community capacity and strengthen local institutions.

It is estimated that the TA would require about 17 person-months of international and 22 person-months of domestic consulting services. International and domestic consultants will have expertise in institutional and rural development planning, rural infrastructure engineering, socioeconomic and gender analysis, rural microenterprise development, financial and economic analysis, and environmental impact assessment and mitigation.
