Description

The TA is expected to lead to an ADB financed project that will (i) encourage economic activity by providing wider access to lower cost, reliable electricity supplies to the national capital and economically important provincial towns; and (ii) provide the first link for international power trade between Cambodia and Viet Nam. All existing generation is powered by diesel engines using imported fuel, and, in spite of reasonably efficient operation by Electricite du Cambodge (EDC), electricity prices to all consumers are the highest in the region. The scope of the TA is to prepare a project with the following components: (i) rehabilitation/expansion of the generating/distribution facilities in about 5 provincial towns. This will include medium and low voltage networks; (ii) construction of a 220 kV transmission line from the Vietnamese border to Phnom Penh with distribution substations at Takeo and west Phnom Penh; (iii) provide access to an electricity supply to households along the transmission line route; (iv) build capacity in EDC, the Ministry of Industry Mines and Energy (MIME) and the Regulator (EAC); and (v) draft Terms of Reference for consultants who will be engaged under the loan, to prepare bid documents to develop small hydropower projects.
