The development objective of the Henan provincial government (HPG) for the sector is to enhance (i) quality of life of the rapidly increasing urban population in the Hai River Basin (HRB), and (ii) economic competitiveness to sustain economic growth in key municipalities, by alleviating degradation of water resources and improving the quality of the urban environment.
To meet this objective, the Project is designed to increase the collection and treatment of wastewater, and to reduce reliance on abstraction of groundwater from shallow wells (most of which are polluted by wastewater) in the project cities through physical investment, and institutional and financial reforms. The Project will support water quality improvement in several canal and river systems in the project cities through physical investment and improved water management. In addition, the Project will help strengthen water resource protection in the HRB through improved and integrated planning, water quality monitoring, and environmental management.
The Project has identified 19 physical investment subprojects (8 representative and 11 candidate subprojects) to provide improved wastewater collection and treatment, and water supplies in the 15 project cities. The Project also identified the need for capacity building and training for the project institutions, including county water utility companies. The Project adopts a sector loan approach and will support an area and time slice of the Government?s Henan Hai River Basin Plan, which serves as a sector development plan for the HRB.

The water resource and availability varies significantly across regions and by season, and is one of the biggest challenges facing the PRC. Demand for water is rising with increasing urbanization; more than half of the population will live in cities by 2030. Despite the water shortage, only 34% of urban wastewater is treated. More investment is needed to supply clean drinking water and to treat wastewater and sewerage. Supporting projects for urban wastewater, sewage treatment, water supply, and water resources management is a priority of ADB's Operational Country Strategy in the PRC.
Henan is the second largest polluting province in the Hai River basin next to Hebei. The main rivers in the Hai River basin in Henan flow into Bohai Bay through Hebei and Tianjin City. Upstream pollution control is essential to achieve the water quality targets of downstream rivers and lakes. This project will be the third ADB intervention in the Hai River basin, following the Hebei and Tianjin projects. The proposed Project will be pro-poor through its environmental protection, support of economic growth, and provisions to ensure access to sanitation for the poor. Environmental improvement is qualitatively linked to poverty reduction.
The Project is listed in ADB's CSPU (2003-2005).

|Progress Toward Outcome||The project has improved the environment and public health and safety in the project counties and provide improved wastewater for the service areas according to the implementing agencies' report. The 17 subprojects have passed through the environment management completion review and acceptance by municipality environment authorities.|

|Status of Implementation Progress (Outputs, Activities, and Issues)||
The project has made significant progress on construction of wastewater and water supply facilities. Under 14 WWTP subprojects, a wastewater treatment capacity of 540,500 m3 per day has been built up. With the Puyang wastewater management subproject, wastewater collection systems with a capacity of 50,000 m3 per day have been built up. Thus, a total capacity of 590,500 m3 per day, or 100.1% of the proposed capacity for wastewater treatment as per the appraisal has been completed. Associated intercepting/trunk sewers with a total length of 716.5 kilometers (km), or 107% of the planned have been completed. A water supply capacity of 150,000 m3/day has been developed. A total of 251 km, or 109% of the planned water supply pipelines have been constructed. The overall capacity of wastewater management and water supply will be achieved with the completion of remaining works. The wastewater and water supply facilities currently serve for over 1.5 million people in the project areas.
Wastewater Management Component. This component includes 15 wastewater subprojects, of which 14 subprojects involve construction of wastewater treatment plants (WWTPs) and sewer networks and one subproject (i.e. Puyang wastewater subproject) involves only wastewater collection systems. All WWTPs have been completed with the domestic acceptance approval and been in commission.
Water Supply Component. The component includes four subprojects involving construction of water supply plants (WSPs) and water pipelines. All WSPs are in full operation.
Institutional Capacity-Building Component. All WWTP and WSP companies have developed operational procedures. Over 80% of staff have achieved necessary skill level through various training and capacity building activities. The HFD and implementing agencies have undertaken trainings on technical and engineering management and project administration effectively.

|Summary of Environmental and Social Aspects|
|Environmental Aspects||An environmental impact assessment was undertaken and the summary was circulated to the Board on 29 March 2005. Semi-annual environmental monitoring reports are required during the Project implementation.|
|Involuntary Resettlement||According to the Summary Resettlement Plan, the Project will temporarily occupy 173 ha of state and collective land, affecting 1,183 urban and rural households (4,663 people). Only 8 residential houses with 33 people need to be relocated. Detailed Resettlement Plan was prepared for each subproject. National Research Center for Resettlement of Hohai University has been engaged for independent monitoring and evaluation during Project implementation.|
|Stakeholder Communication, Participation, and Consultation|

|Consulting Services||Twenty eight person-months of international and 300 person-months of domestic consulting services are required, with expertise in international competitive bidding and international shopping procedures, including international specifications, bid evaluation, contracts, quality control, and project performance management systems. The consultants provide guidance and training for capacity building to ensure that (i) the IAs in the project cities are able to function as effective project management units; (ii) appropriate institutional, managerial, financial, and operational arrangements are in place to enhance operational effectiveness, management efficiency, and financial sustainability; (iii) the water supply/wastewater companies become effective operating companies upon completion of implementation; and (iv) social, resettlement, and environmental impacts are monitored and mitigated. Consultants were recruited in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB on the engagement of domestic consultants. Detailed design engineering and construction supervision is carried out by qualified local design institutes recruited by the project cities with local counterpart financing.|
