The goal of the Project is to contribute to the enhancement of skill base and human capital of the population. This will be accomplished through improvement of the quality and relevance of basic education as the purpose of the Project. The Project will promote efficient and sustainable provision of affordable textbooks nationwide, and other learning materials supported by necessary institutional and policy reforms. The Project comprises four components: (i) strengthening the educational policy framework; (ii) sustainable provision of textbooks; (iii) school library development, and (iv) book sector development.

Consulting Services
The Project will require 937 person-months (pm) of consulting services, consisting of 61 pm of international and 876 pm of domestic consultants will be engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements acceptable to ADB for engaging domestic consultants. International consultants will be engaged as a single firm because of the highly integrated nature of the project components. Quality and cost-based selection (QCBS) of an international consulting firm will be followed.
The Project will procure textbooks and related materials for Grades 6, 7 and 8; furniture, audio/video equipment; library books and materials, and ICT equipment for school libraries; and furniture and computers for office and administrative use. Goods and services will be procured following ADB Guidelines for Procurement. Selected supply contracts for furniture, equipment, textbooks, library books and supporting instructional materials may be awarded on the basis of local competitive bidding among prequalified contractors in accordance with the Government's standard procurement procedures.
