Description

The TA is to assist the Government in improving transport efficiencies by preparing a project aiming to (i) strengthen the road connectivity; (ii) promote domestic and international trade by improving crossing border facilities; and (iii) capacity building.

The TA will assist the Government to prepare a project suitable for ADB financing to (i) improve the sub-regional route from Birganj to Hetauda along the Tribhuvan Highway and other border crossings to national highways; (ii) enhance crossing border facilities to improve trade flows with India, Bhutan, Bangladesh and third countries. The Project will improve the sub-region, including improvement of transport connections to Kokata and Haldia Port, and improve the domestic transport system in Nepal. These transport improvements will support growth in sub-regional trade and investment, and thereby contribute to economic growth and poverty reduction.

The TA is to help the Government to prepare a project for road improvements along approximately 85 km of national highways by construction of access control roads, construction of a new access road to the Inland Clearance Depot (ICD)/dry port in Birganj, improvements in traffic circulation at border crossings, and develop ICDs to serve customs and freight handling at three border crossings with India. The TA will assist the Government in conducting feasibility studies of the roads and ICD facilities, and improving Customs and ICD operations procedures, including technical options for roads improvement and ICDs, cost estimates, economic and financial analyses, social assessment, poverty analysis, resettlement plan and environmental assessment. The TA will review and incorporate where possible the findings and recommendations of other sub-regional trade and transport studies.
