The project was designed as a sector loan with environmental, involuntary and indigenous people's safeguards incorporated through frameworks. Before implementation each subproject went through a rigorous screening with REA, IEE, EIA, IPSA, IPR and SRP prepared as required. These were reviewed and approved by ADB's safeguards specialists in INRM as part of the concept approvals of subprojects. The related environmental management plans, SRPs, IPs and land acquisition were completed before award of contracts in compliance with ADB guidelines.

| ADB's loan assistance includes support for: (i) rehabilitating damaged sections of state and district drainage structures, construction of bridge connections to replace temporary crossing arrangements and new bridge crossings on evacuation routes for future disasters; (ii) rehabilitation and reconstruction of ports and harbors; (iii) rehabilitating and upgrading village and municipal roads, drainage canals, public buildings, electrical networks; and ADB's grant assistance includes support for: (i) restoring the livelihoods of the affected people with focus on poor and low-income households through self help groups (SHGs) supported by NGOs ; (ii) restoring and upgrading damaged rural and municipal water supply systems; and, (ii) capacity building and project implementation.
