Stakeholder Communication, Participation and Consultation

Description

The goal is to foster private sector development by supporting the emerging private bank sector in Azerbaijan, a transition economy, in which banking is still dominated by state-owned banks. The emerging private bank sector is critical in providing credit to private sector enterprise and such contributes to sustainable economic growth outside the oil sector and state-owned enterprise. By virtue of their small size and customer focus, the targeted banks provide mainly small and micro loans to individual entrepreneurs and small SMEs - and typically do not serve the oil and gas sector. The intervention will strengthen regulatory capital, will enable growth of the small and micro loan portfolio, and support implementation of professional banking practices.1

Objectives and Scope

Project Rationale and Linkage to Country/Regional Strategy

ADB public sector operations are working with the Government to develop a program to improve credit supply in rural areas, with a particular focus on microfinance. The proposed intervention is complementary to this rural and micro finance initiative as it focuses on a general strengthening of the private banks, rather than on on-lending to a particular target group or geographic region.
