| The TA is designed to support action at the central and state levels to move the National Water Mission (NWM) of the National Action Plan on Climate Change (NAPCC) recommendations towards a viable and programmed set of activities and investments. The TA has been designed to engage in strategic planning and the development of frameworks that will help meet India s needs for sustainable and robust water resources systems for climate change adaptation. The project will build on existing studies and on-going national and international research outputs. |
| The 11th FYP of India (2007-2012) recognizes the urgent need to balance the growth-environment trade off given the dangers posed by India's large population, economic growth and ever increasing demand on natural resources including water. The environmental orientation of ADB?s assistance program from both, the adaptation and mitigation perspectives, has therefore, been strengthened in support of the 11th FYP?s priorities. The proposed TA is therefore, particularly significant since it will support the operationalization of the NWM established under NAPCC. This Mission is critical from an adaptation perspective, and will enable MOWR to play a strategic role over the longer term, in building capacity within other ministries and line agencies to manage climate change adaptation planning effectively within their respective sectors . This TA also complements very well, some of the other TAs and loans being processed by ADB . It will thus, put ADB in a unique position amongst development partners, in terms of assisting India's climate change adaptation efforts as emphasized in the India CPS and Strategy 2020. The TA outputs would contribute directly to the development of State Level Climate Change Action Plans, which is a high priority for the GOI. |
| Enhanced resilience to climate change risks affecting vulnerable sectors and populations though strategic support to India's NCCAP. The PATA will support measures by the Government of India to climate proof ADB's existing investments in the water sector and other key operational sectors. Assisting India's Ministry of Finance in developing and implementing the NCCAP, and tapping into concessional funding sources that are being created for climate change adaptation and mitigation globally is innovative, will assist in mobilizing downstream climate change funding, offers considerable opportunities for replication in those countries that are beginning PPCR implementation activities, and most importantly will provide ADB with an unique opportunity to support the Government of India in accessing concessionary financing for priority adaptation programming in India. |
| Description of Outcome (a) Improved coordination and capacity within DEA, Ministry of Finance and other relevant Ministries (MOEF, MOP, MOST, MOUD) to access various concessional funding sources that are being created for climate change adaptation and mitigation globally, to support implementation of India's NCCAP . (b) Improved flow of concessionary funding to India's NCCAP to address vulnerability in key sectors and amongst vulnerable population groups. |

| Description of Project Outputs - Production of individual study reports, situational analysis reports (SAR's) and analytical papers relating to each NCCAP focus mission including gap analysis of specific areas for ADB support in operationalising the NCCAP; - In-country visits to China by key DEA and Ministry of Finance officials to study international best practices in the implementation of national climate change action plans and the tapping of various concessional funding sources that are being created for climate change adaptation and mitigation globally; - Country-driven national and state-level inter-ministerial consultations led by the DEA climate change unit and Ministry of Finance to: (a) showcase international best practices in accessing concessionary financing for adaptation measures and lessons learned internationally to access concessionary funding in support of national climate change adaptation programs; (b) identify priority adaptation measures in the NCCAP that could be considered for international concessionary financing; (c) develop a strategy for accessing concessionary financing in support of priority adaptation measures under the NCCAP ; |
