Summary of Environmental and Social Issues

The My Thuan-Can Tho Expressway will not pass through environmentally sensitive area, but the expressway construction will involve a large amount of the civil works, and therefore an Environmental Impact Assessment will be prepared under the TA, and a site-specific environmental management plan needs to be developed. Also, land for about 50-70 meters right-of-way width of the Expressway needs to be acquired. Therefore, a full resettlement plan will be prepared to implement relocation of project-affected households to other places and assist income restoration of the severely-affected households. The project area is highly at risk from the impacts of climate change and of increased flooding in particular. Observed existing climate changes include increased frequency of tropical storms, extreme rainfall events, surging of sea levels against the coast and inland. Viet Nam's Initial National Communications to the UN Framework Convention on Climate Change (2003) found that over the last 30 years, sea-level rise in territorial waters increased 5cm and is expected to rise a further 5cm each decade. These changes are already placing a great strain on infrastructure in the country.

Stakeholder Communication, Participation and Consultation

The project team made a field visit with PMU-MT staff to review topographical conditions, transport infrastructure facilities, traffic flow on the adjacent roads and highways, potential social and environmental impacts, and major social and commercial facilities along the site. The project team found that traffic demand is sufficient to justify construction of the Project Expressway. The project team is requested to coordinate with JICA on financing the Project.

Project Rationale and Linkage to Country/Regional Strategy

The ADB?s Country Partnership Strategy supports the Government's Strategy on Development of Viet Nam?s Transport till 2020, which was approved by the Prime Minister in December 2004, to improve transport infrastructure and reduce transport costs. The proposed investment program intends to address critical transport needs that are constraints to economic growth in the main development centers. The program invests in expressway and railway facilities to facilitate safe and efficient movement of goods and people around, through, and between national centers of economic activity. The TA aims to design the My Thuan-Can Tho Expressway Project in line with the ADB's strategy and the Government's investment program.
