This report presents findings and recommendations as a result of the project procurement-related review (PPRR) undertaken by the Asian Development Bank's Office of Anticorruption and Integrity (OAI) on Loans 2163-INO & 2164-INO(SF): Community Water Services and Sanitation Project (CWSHP). OAI conducts PPRRs to identify and reduce internal control weaknesses that may allow fraud, corruption, or abuse to occur in ADB-financed projects. The loans were approved on 27 April 2005, and the Loan Agreement signed on 27 December 2005.
This PPRR focuses on CWSHP activity and financial management, and its compliance with the Loan Agreement between the Republic of Indonesia (the Borrower) and ADB, and compliance with ADB's Loan Disbursement Handbook.
The Project aims to provide sustained access to safe drinking water and improved sanitation, and improve hygiene behavior in about 1,000 rural villages in 20 districts of 4 provinces in Sumatra and Kalimantan namely Bengkulu, Jambi, Central Kalimantan, and West Kalimantan.
