This PDA will help develop a mechanism for providing remote communities sustainable access to purified water that provides opportunity to develop local entrepreneurship and demonstrates a model government and local private sector partnership.
The Thua Thien Hue Water Supply Company (HueWACO) supplies approximately 40% of the population of Thua Thien Hue Province and will soon assume responsibility for providing water services to rural populations. At present, HueWACO is already considering service expansion, under an ongoing project preparation financed by ADB's Water Financing Partnership Facility with possible financing through a multi-tranche financing facility (MFF) from 2011 to 2020.
This PDA will test water treatment technology and operation and maintenance models for supplying safe drinking water on a technically and financially sustainable basis, in coordination with HueWACO as the agency ultimately responsible for system success. Results from the PDA will be used to inform future ADB support of HueWACO and other utilities to provide service to off-network communities.
