Advance Action on Recruitment of Consultants
Expression of Interest (EOI) for Shortlisting of Consultants for the Implementation of the Proposed Participatory Small Scale Water Resources Project (PSSWRP) in Bangladesh
1. The Government of the People's Republic of Bangladesh has applied for a sector loan from the Asian Development Bank (ADB), grant co-financing from the Government of Netherlands, and loan financing from the International Fund for Agricultural Development (IFAD) for the PSSWRP. It intends to utilize part of the project funds for project implementation consulting services. The Executing Agency for the project will be the Local Government Engineering Department (LGED) of the Ministry of Local Government, Rural Development and Cooperatives (MoLGRDC).
2. In support of the three components of PSSWRP, the consulting services aim to (i) improve capacity and operational effectiveness of LGED, its Integrated Water Resources Management Unit (IWRMU), and other departments responsible for project implementation, and (ii) develop functional and self-sustaining water management cooperative associations. The package will involve about 64 person-months of international and 1,203 person-months of national consultants, to be selected through international competition using quality and cost-based selection (QCBS) procedures and in accordance with ADB's Guidelines on the Use of Consultants (February 2007 or as amended from time to time). Project implementation is scheduled to commence on 1 July 2009 for a period of 96 months until 30 June 2017. Further details are in the attached terms of reference.
3. The LGED now invites eligible consulting firms to submit EOIs for providing the required services. Interested parties may download the EOI template from http://www.adb.org/Consulting/toolkit-template.asp and submit all required information not later than 15 February 2009 to:
