The Government of the Islamic Republic of Afghanistan (the Government) requested the Asian Development Bank (ADB) for a grant of up to $582 million for the Energy Sector Development Investment Program through a multitranche financing facility (MFF). Da Afghanistan Breshna Sherkat (DABS) and the Ministry of Mines are the executing agencies.
The MFF aims to accelerate the development of the energy sector, focusing on the power subsector. The MFF aims to finance projects, subprojects or components in the Investment Program which may include (i) feasibility studies and designs; (ii) infrastructure improvements (construction, rehabilitation, upgrading, and repair of energy infrastructure); (iii) infrastructure maintenance to increase the Investment Program's sustainability; and (iv) human resource development and institutional reform to increase the physical investments' implementation efficiency and sustainability, and help strengthen DABS.
Procurement of works and goods to be financed under the MFF will follow ADB's Procurement Guidelines (2007, as amended from time to time). International competitive bidding (ICB) will be used for supply contracts estimated to cost above $500,000, and for works above $2 million. National competitive bidding (NCB) will be used for goods and works above $100,000 and below their ICB thresholds. Shopping will be used for goods and works up to $100,000.
Consultants will be selected and engaged in accordance with ADB's Guidelines on the ADB's Guidelines on the Use of Consultants.
Procurement plans are available for the ongoing projects below under the MFF. The procurement plans are updated from time to time.
