Invitation for Bids

1.    The Republic of Armenia has received a loan from the Asian Development Bank (ADB) towards the cost of Water Supply and Sanitation Sector Project. Part of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB. This contract will be jointly financed by the Government of Armenia. The eligibility rules and procedures of the ADB will govern the bidding process.

2.    The Armenian Water and Sewerage Closed Joint Stock Company (AWSC) ("the Employer") invites sealed bids from qualified eligible bidders for Improvement of Norabats Daily Regulatory Reservoirs (DRR), Pumping Station and I Segment of Norabats-Ghukasavan Water Mains including construction of 2 DRRs 2000 m3 each, pumping station, 1800 m DN 300 and 110 m DN 1000 pipelines.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

Only eligible Bidders with the following key qualifications should participate in this bidding:

• Key Financial Requirements: Minimum average annual construction turnover of USD 1.8 million within each of the last 3 (three) years.
• Key Experience Requirements: Participation as contractor, management contractor, or subcontractor, in at least 2 (two) similar size and nature contracts within the last 5 (five) years with a value of at least USD 900,000.00 that have been successfully or are substantially completed.
• Access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit and other financial means, other than any contractual advance payments for the amount of USD 270,000.00 equivalent.

5.    The Bidding Document in English language may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of AMD 30,000.00 or USD 100.00 for each set. The Bidding Document may also be sent by courier for an additional fee of AMD 20,000.00 for local delivery or USD 200.00 for overseas delivery. No liability will be accepted for loss or late delivery.

7.    ADB's Domestic Preference Scheme will not be applied.
