1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Sustainable Power Sector Development Program and it is intended that part of the proceeds of this loan will be applied to eligible payments under the Contract named above. Bidding is open to bidders from eligible source countries of ADB.
2. North-West Power Generation Co. Ltd. (the Employer) an Enterprise of Bangladesh Power Development Board (BPDP) invites sealed bids from eligible bidders for the "Engineering, Procurement, Construction & Commissioning (EPC) of 132 kV GT Sub-Station & 132 kV Double Circuit Underground Cable Supply, Installation, Testing & Commissioning, on turn-key basis".
3. Proposals will only be considered from internationally reputed firms or Contractor, who are actually engaged in the works described herein:
For the above, a minimum experience will be identified as follows:
Shall have experience of supply, erection, installation, testing and commissioning of High Voltage Substation with capacity of a least 100MVA on Turnkey basis having voltage level equal to 132kV or higher voltage level than one offered by him for this Project during last 10 (ten) years. The Bidder shall also have experience in supply, installation, testing and commissioning of 132kV underground cable on turnkey basis for a minimum length of 3km.
In support of his experience, the Bidder shall submit with his bid for all works quoted by him detailed evidence that he himself and/ro his associate have carried out the design, manufacture, supply, construction, erection, testing, commissioning and put into commercial operation of High Voltage Substation having voltage level equal to or higher than one offered by him for this Project. Such High Voltage Substations shall be in continuous commercial operation for minimum 3 years.
At least 1 Project fulfilling the above criteria shall be in commercial Operation satisfactorily for at least 3 years and User Certificate shall be provided in this regards. These certificates must be notarized or have authentication from the Chamber of Commerce of the Issuer's country duly endorsed by the Issuer's Country's embassy in Bangladesh.
4. The Bidder himself and/or member(s) of JV, who is not a manufacturer shall also be eligible for bidding provided a letter of authorization from the concerned manufacturer is to be submitted with the bid certifying that the bidder has been authorized for this bid on behalf of the manufacturer.
5. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

8. The validity of the bid shall be 180 days and the bid security shall remain valid up to 208 day from the date of bid opening. All bids must be accompanied by a bid security of USD Dollar 180,000 in the form of Irrevocable and Unconditional Bank Guarantee as per Volume 1, Section 4, Form "Bid Security". The Bank Guarantee shall be issued by a Scheduled Bank in Bangladesh or by a reputable bank from an eligible country in favour of North-West Power Generation Company Limited.
