Invitation for Bids

1.    The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Dhaka Water Supply Sector Development Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above. This contract will be jointly financed by the Government of Bangladesh (GoB) and ADB. The eligibility rules and procedures of ADB will govern in the bidding process.

2.    The Dhaka Water Supply & Sewerage Authority (DWASA) now invites sealed Bids from eligible Bidders for the supply, installation and commissioning of Gas Chlorinator sets and chlorine gas cylinders for DWASA pump stations with maintenance of the system for 1 year Dhaka Water Supply Sector Development Project of DWASA. The Goods are to be supplied to Dhaka WASA Central Store at Pagla, Dhaka.

3.    Qualification Criteria for Bidders:

• Average annual turnover: The minimum annual average turnover shall be US$ 800,000 in the last 3 years.
• Contractual Experience: The minimum value of successfully completed similar contracts shall be US$ 600,000 in the last 3 years. The minimum number of similar contracts successfully completed as main supplier in the last 3 years shall be one.
• Technical Experience: For Chlorinator (Manufacturer's Experience): Goods offered have been in production for at least 5 years and a minimum of 50,000 units of similar capacity have been sold and have been in operation satisfactorily for at least 3 years. For Cylinder (Manufacturer's Experience): Goods offered have been in production for at least 5 years and a minimum of 100,000 units of similar capacity have been sold and have been in operation satisfactorily for at least 3 years.
• Production Capacity: For Chlorinators (Manufacturer's Experience): Minimum supply and/or production capacity of 20,000 units/year. For Cylinders (Manufacturer's Experience): Minimum supply and/or production capacity of 40,000 units/year.
• Financial Position: The bidder shall submit at least the last 3 year's audited financial statements for this purpose.
• Cash flow Capacity: The bidder has to demonstrate the Cashflow Capacity of at least US $ 600,000.00.

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5.    Interested eligible Bidders may obtain further information from Dhaka Water Supply Sector Development Project and inspect the Bidding Document at the address given below, from 09:00 to 17:00 on all working days.

6.    To purchase the Bidding Document in English, bidders should:

• submit a written application to the address below;
• pay a nonrefundable fee of Tk. 5,000 or in US$73. The method of payment will be in the form of Demand Draft or Pay Order in favor of Dhaka Water Supply Sector Development Project for each Bidding Document. The Bidding Document will be available on all working days from 10 March 2009 to 26 April 2009.
• No bidding documents will be sold on the day fixed for opening of bids. Upon submission of the application and nonrefundable fee the document will be given to the Bidders or their representatives.

7.    Bids must be delivered:

• to the address below;
• on or before 12:00 Hours (Bangladesh Time) on 27 April 2009. Late bids shall be rejected.

Bids will be opened immediately after the deadline in the presence of the Bidders' representatives who choose to attend at the address below.

8.    All Bids must be accompanied by a Bid Security of US$17,650 or BDT 1,200,000.

9.    The Dhaka Water Supply & Sewerage Authority will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
