Invitation for Bids

1.    The Government of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Power Transmission Enhancement Investment Program (Tranche I) in the Islamic Republic of Pakistan and it is intended that part of the proceeds of the loan will be utilized to eligible payment under the contract for which this Bidding Document has been issued. Bidding is open to bidders from eligible member countries of ADB.

2.    National Transmission and Dispatch Company, NTDC (the Executing Agency) now invites sealed bids from eligible bidders for the procurement of 500 and 200 kV Auto Transformers in 2 Lots including spare parts and related services for supervision of erection, testing & commissioning. The bidder may quote for 1 or both lots.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible member countries.

4.    To obtain further information on the Bidding Documents, Bidders should contact NTDC at the following, from 8:00 am to 2:30 pm:

5.    To purchase the Bidding Documents in English, eligible bidders should:

1. visit the office of the EA from 10 July 2009 at the address indicated above and pay a non-refundable fee of PRs8,000 or US$100 by bank draft from any scheduled bank of Pakistan in favor of the EA,

   OR

2. request for delivery by sending a written application to the EA at the address indicated above. The application must include proof of bank transfer in favor of the EA, for the amount of PRs10,000 (local delivery) or US$150 (for overseas delivery). No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

• To the address indicated above
• On or before 26 August 2009 at 11:00 am (local time)
• Together with a Bid Security as stated in the table above

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

7.    When comparing Bids, ADB's Domestic Preference Scheme will be applied.

8.    NTDC will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

9.    NTDC reserves all rights to reject any or all the bids without providing any reason.
