1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 30 September 2008.

2.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Henan Sustainable Agriculture and Productivity Improvement Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Apple Juice Concentrate Equipment of Sanmenxia Yuanfen Fruit Industry Co., Ltd.

3.    The Sanmenxia Yuanfen Fruit Industry Co., Ltd (Purchaser) and China Machinery Import & Export Corporation (Procurement Agent) now invites sealed Bids from eligible Bidders for Apple Juice Concentrate Equipment and related services.

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5.    Interested eligible Bidders may obtain further information from Sanmenxia Yuanfen Fruit Industry Co., Ltd. and inspect the Bidding Document at the address given below from 08:00 to 16:00 (Beijing Time) 20 March 2009.

6.    To purchase the Bidding Document in English, bidders should:

1. Visit the office of Sanmenxia Yuanfen Fruit Industry Co. at the address above and pay a non-refundable fee of RMB2,000 or in USD350 in cash;

   OR

2. Request for delivery by sending a written application to the office of Sanmenxia Yuanfen Fruit Industry Co. at the address indicated above. The application must include a cashier's check in favor of Sanmenxia Yuanfen Fruit Industry Co. for the amount of RMB2,300 (local delivery) or US$ 375 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered to:

• the above address above;
• on or before 10:00 am 2 May 2009.

8.    All Bids must be accompanied by a Bid Security of amount not less than two percent of the total Bid Price in local currency or an equivalent amount in a freely convertible currency. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend.

9.    The Purchaser and Procurement Agent will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
