1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 10 September 2008.

2.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Integrated Ecosystem and Water Resources Management in the Baiyangdian Basin Project and it intends to apply part of the proceeds of this loan to payments under the contracts for Maintenance Equipment (the Goods).

3.    Instrimpex International Tendering Company (the Procurement agent, CNIITC), authorized by Lixian Sewage Treatment Co., Ltd. and Lixian County Liushi Town Sewage Treatment Co., Ltd (the Purchaser) to act for and on behalf of the Purchaser, now invites sealed Bids from eligible Bidders for the Procurement of goods and related services for the Project such as coarse screen, collecting well, swirl grit chamber, CAST reaction tank, flocculation reaction sedimentation tank etc. under reference no. 0703-0920CIC1N010:

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5.    Interested eligible Bidders may obtain further information from CNIITC, and inspect the Bidding Document at the address given below from 13 May 2009 to 24 June 2009 at working time 9:00-11:30, 13:30-16:00.

6.    To purchase the Bidding Document in English, bidders should:

1. visit the office of CNIITC at the address indicated below and pay a non-refundable fee of RMB 2,000 or USD285 by cash or cashier's cheque;

   or

2. request for delivery of the Bidding Document by sending a written application to CNIITC, at the address indicated below. The application must include a cashier's check, in favor of CNIITC, in the amount of RMB 2,100 (total cost of Bidding Document and domestic delivery) or US$305 (total cost of Bidding Document and overseas delivery). The document will be sent by EMS. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered:

• to the Meeting Room 420, Genertec Plaza, 90 Xisanhuan Zhonglu, Bejing, China
• on or before 9:30 a.m. (Beijing Time) on 25 June 2009. Late bids shall be rejected.
• All Bids must be accompanied by a Bid Security of not less than 2% of the Total Bid Price in the bid currency

Bids will be opened in the presence of the Bidders' representatives who choose to attend at the Purchaser's address given below at 9:30 a.m. (Beijing Time) on 25 June 2009.

8.    CNIITC and the Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
