Description The overall objective of the Project is to improve the quality of teaching in secondary education in Bangladesh. The PPTA will cover grades 6 to 12 and it has two components: (i) Subsector Analysis - review and analyze policies and strategies pertinent to teacher training to identify gaps in the existing policy, programs and finance in teacher development; analyze issues related to quality management at national and regional levels; assess the need for pre-and in-service teacher training by exploring the potential of both conventional and multi-media and distance learning methods; provide recommendations to the Government strategies on improving the quality of teaching at the secondary level. (ii) Project Preparation - prepare a coordinated secondary teaching education support program that will help prioritize activities in the subsector and thereby contribute to a more efficient resource allocation and quality improvement.

Consulting Services The TA will be implemented by a team of four international (15.5 person-months) and seven domestic consultants (29 person-months) totaling 44.5 person-months. The international consultants will be specialists in teacher education policy, planning and organization development, multi-media and distance learning, education economics and finance, etc. The domestic consultants will have the following expertise: teacher development organizations, project management, teacher development, academic supervision, education facilities development and equipment procurement, distance education, and education finance and project costing.
