Description The objectives of the supplementary TA are to (i) assess the Project design details with updated hydrological data, (ii) update Project cost estimates, (iii) analyze the financial viability of the Project, (iv) analyze the past performance and develop financial projections for the Hebei Electric Power Company (HEP), the provincial power utility, (v) investigate the viability of establishing a separate company for operating the Project, (vi) carry out additional work on resettlement aspects of the Project, and (vii) study the need and scope for sector restructuring in the Province.

Consulting Services The consulting firm engaged under the TA will provide part of the additional consulting services under the supplementary TA through a variation order. This part of the work will be carried out by three international experts (hydropower planner, power purchase agreement expert, and resettlement expert) and by three domestic specialists (COSTAB financial specialist, resettlement specialist, and anthropologist). It is envisaged that the hydropower planner will be the team leader. The international experts will require a total of 4 person months while the domestic experts will require a total of 6.2 person months to carry out their work.
