The objective of Bank assistance is to modernize and

streamline sector policies and institutional capacity to enable the effective planning and management of the entire road network to meet the needs of the growing economy. The Project will provide investment finance and advisory services to improve part of the high-priority national road infrastructure as well as the upgrading of the private construction industry. The scope of the proposed Project will include (i) improvement

of geometric alignment and pavement strengthening (Option 1) of about 189 kms of Class A and B roads, (ii) pavement strengthening only (Option 2) of about 156 km of Class A and B roads, (iii) rehabilitation and/or widening of 47 bridges, (iv) construction supervision, (v) capacity building in the local road construction industry, and (vi) engineering studies for the Southern Transport Corridor Project. (Piggybacked to this loan is Reengineering of Road Sector Institutions technical assistance).

Project Rationale and Linkage to Country/Regional Strategy The Government's development goals are economic growth and poverty reduction. The roads to be improved under the Project link major centers of population with each other and with the Colombo metropolitan area, providing access to areas where export-oriented agricultural and industrial activities take place. Improvements to these roads will reduce transport bottlenecks which are presently constraining economic development.

Consulting Services About 165 person-months of international consulting services and 750 person-months of domestic consulting services will be required for Project supervision. In addition, consulting services will be required to assist in the development of the local road construction industry through the provision of on-site advice to contractors and through formal training programs relating to technical and financial management. These services will require about 130 person-months of international consulting services and 40 person-months of domestic consulting services.
Procurement The five largest civil works packages for road improvement works will be procured through international competitive bidding, while the rest of the contracts for improvement works and all of the contracts for pavement strengthening works will be carried through local competitive bidding. Procurement of civil works will be carried out in two phases.
