Consulting Services An estimated 336 person-months of consulting services consisting of about 56 person-months of international consultants and 28 person-months of domestic consultants will be required. The consultants will develop processes and strategies for strengthening the capacity of Department of Irrigation, Nepal Rastra Bank, Department of Agriculture and participating financial institutions to provide their services to water users' groups and associations, and assist the Project Management Unit in project management and supervision. It is expected that the international and domestic consultants will be recruited by CIDA from suitably qualified consulting firms.
Procurement Farmers will procure drilling services and pumps directly from private suppliers using direct purchase procedures. Civil works will be small, simple, labor-intensive and dispersed widely in the Project area and therefore, they will be carried out following local competitive bidding procedures acceptable to the Bank. Simple concrete and earth works costing less than $2,500 may be carried out by water users associations. Equipment and service vehicles will be procured through international shopping procedures and in cases where the costs are less than $50,000, through direct purchase procedures.
