The Project aims to maintain and improve social indicators for the southern region of the Kyrgyz Republic. The Project objectives are to: (i) increase the capacity of local governments to deliver priority social services to the rural poor; and (ii) increase the participation of local communities in social service delivery and finance. The Project targets the poor rural communities in Osh and Jalal-Abad oblasts and will be implemented over three years.

Project Rationale and Linkage to Country/Regional Strategy

Inadequate delivery of social services, due to fiscal difficulties, aging infrastructure and institutional constraints, is affecting access to basic health and education. Demand for services remains high, however, utilization is faltering. Lowered access, particularly by the poor, due to constraints imposed by formal and informal user fees and decreased utilization, related to perceived low quality of infrastructure and services, are threatening the quality of life and future economic growth. Increases in financial resources for social services are not likely over the medium term; however, services and outreach could be improved through better management of available resources. The Government is currently reforming the health and education sectors at the national level to promote service rationalization and improved efficiency. The Government is equally committed to decentralization of authority and accountability and to equalization of economic and social conditions across the six oblasts and Bishkek Cityl. Osh and Jalal-Abad oblasts contain half the nation's population and the bulk of the country's poor. Social indicators and infrastructure here lag behind those of most of the other oblasts. Donor assistance to date has focused primarily at the national level and on regions adjacent to the capital. To increase the flow of benefits to disadvantaged populations, to help rationalize the utilization of health and education sector resources, and to foster the process of government decentralization, the Government and the Bank will direct Project assistance to these two oblasts.
