The main objectives of the Project are to support the economic and social development of the eastern part of Sichuan Province, the Chengdu-Nanchong corridor, by alleviating transport bottlenecks on the existing roads. Through a program of upgrading of county and village access roads, the Project will also help reduce poverty in the designated poverty counties in which the average income per capita is Y1,123, only 54 percent of the national average. The Project comprises (i) construction of about 208 km controlled access toll expressway from the Chengdu outer ring road to the city of Nanchong, including interchanges with toll facilities, link roads and service and parking areas; (ii) reconstruction/uprading of about 300 km of county and village access roads in poverty counties; (iii) procurement of equipment for traffic monitoring and surveillance, toll collection, axle load testing, and road maintenance and inspection; (iv) land acquisition and resettlement of affected people; and (v) consulting services for construction supervision and training.

Project Rationale and Linkage to Country/Regional Strategy

The average per capita gross domestic product (GDP) in Sichuan in 1997 was Y4,048, 67 percent of the national average. Contributing factors to this low GDP per capita include transport bottlenecks on major routes and poor accessibility to population centers in rural areas. Removal of such constraints is a prerequisite for sustainable economic growth and poverty reduction. Within the Government's strategic framework for developing the road sector, attention is being given to strengthening access to less-developed communities and disadvantaged areas. The Project area falls into this category. The proposed Project will promote economic and social development by improving road infrastructure in the Chengdu-Nanchong corridor and assist poverty reduction by connecting poor areas in the east and northeast of Sichuan to the economic mainstream.
