Description The objective of the technical assistance (TA) is to assist the State Administration of Coal Industry (SACI) with the preparation of a commercially viable coalbed methane (CBM) production and utilization demonstration project, which could be considered by the Bank for further assistance. The TA will include (i) a feasibility study to establish a commercially viable CBM production and utilization demonstration project at Yangquan Coal Mining Administration's (YCMA) coal mine No. 5 and (ii) a prefeasibility study to establish a commercially viable CBM production and utilization demonstration project in the Hangzhuang Shouyang area.

Consulting Services About 15 person months of international consultants and about 10 person months of domestic consultants with experience in coal geology, mine engineering, power plant engineering, gas distribution engineering, economic and financial evaluation of projects, and environmental assessment of CBM development and utilization activities will be required.
