Agriculture dominates the Philippine rural economy and plays a significant role in the country's overall economy. This occurs both in terms of direct contribution to production and employment as well as activities in the manufacturing and service sectors. With heavy underemployment, low productivity, and sustained weak sectoral growth (an average annual increase of about 2 percent between 1986 and 1996), performance of the agricultural sector has been sluggish and uneven since the early 1980s. This low growth, combined with under-investment in rural areas, unequal land distribution, unbalanced industrialization, and the poor integration of the rural economy, has resulted in high underemployment (21 percent) and poor income opportunities in the rural sector. With underdeveloped social safety nets outside the family structures, scarce alternative income opportunities, and weak public employment programs, poverty is widespread in the rural areas.

The Technical Assistance (TA) will assist the Government in preparing an investment project for increasing rural incomes and relieving rural poverty. The TA will assist the Government to prepare a rural development project that will (i) undertake specific public sector investment activities to address constraints, not accommodated in other Government, aid-assisted, or private sector activities, to farm productivity and profitability; (ii) utilize synergistic and complementary donor, public and private sector activities/funding sources; (iii) promote private sector support activities; and (iv) implement capacity building activities at the various levels of implementation responsibility.

Consulting Services The Technical Assistance will require about 15 person-months of international consulting services and 25 person-months of domestic consulting services with the following expertise: team leader (rural development economics), financial/project economics, civil engineering, geographic information systems (GIS), local government finance, poverty/social dimensions, institutional analysis, environmental management, and agriculture/agribusiness.
