Description The Project comprises assistance to the Government in developing urban and environmental infrastructure in urban centers through (i) provision of long-term funds through the BFIs, for financing commercially viable urban and environmental infrastructure subprojects in states and municipalities where policy and institutional reforms are being implemented; and (ii) supporting, with TA, the integration of microfinance with urban and environmental infrastructure development and management.
Project Rationale and Linkage to Country/Regional Strategy Inadequate urban infrastructure and deteriorating urban environment have been deterring India's social and economic development and affecting adversely the quality of life of its people. While the Government has been making efforts to increase financial flows to the urban sector through fiscal concessions, the sector's development is constrained by a lack of long-term funds to match the gestation and payback periods of the urban infrastructure projects, and by legal, institutional, and financial impediments to developing demand-driven projects. The loans will have a demonstration impact on the sector by selectively financing commercially viable urban and environmental infrastructure subprojects in states and municipalities where essential reforms are creating an environment conducive for sustainable sector development. To ensure that the benefits of urban infrastructure projects will reach the poor, the Project will help integrate microfinance with mainstream urban and environmental infrastructure development.

Consulting Services Not required (a technical assistance attached to this Loan will recruit the required consulting services)
Procurement For supply and installation contracts amounting to $5 million and above, and civil works contracts amounting to $10 million and above, the Bank will encourage the Borrowers to require their sub-borrowers to follow International Competitive Bidding procedures. For contracts below the threshold values, the Borrowers will ensure that competitive and transparent procedures will be followed by sub-borrowers in prequalification of contractors, bid evaluation and contract award, with due consideration for efficiency, economy and speed of delivery.
