The objective of the technical assistance (TA) is to assist the Government in setting up of district level budgetary systems required under the decentralized fiscal system being proposed by the Government.

The scope of the TA includes: (i) preparation of district level budgetary systems; (ii) provision of training workshops for district level personnel to build capacity necessary to operate the new system; (iii) preparation and publication of guidelines to support the decentralized fiscal system; and (iv) provision for computer equipment and software as required for the above purposes.

Consulting Services (R)The consultancy services will involve provision of 9 person-months of international and 12 person-months of domestic consultancy services. The consultants will have expertise in local government, institutional budgetary, fiscal and administrative systems, and management information systems.
