(R)The overall goal of the Community and Local Government Support: Sector Development Program (CLGS:SDP) is to improve socio-economic well-being in Indonesia. The specific objectives are to (i) reduce poverty and restore economic activity; (ii) support the Government's ongoing decentralization efforts; (iii) operationalize decentralization by increasing the capacity of the districts to implement public works and enterprise support; and (iv) empower villages and civil society to participate more fully in local development. These objectives will be achieved through (i) support for policy, organizational and administrative reforms through a policy-based program loan that focuses on decentralization and devolution of responsibilities to the district levels; (ii) an investment loan that reduces poverty by employment creation through labour-based public works; and (iii) three TAs to prepare district administrative systems, district budgetary systems and the development of participatory planning, monitoring, and evaluation programs.

The investment component will provide funds for poverty alleviation through labor-based infrastructure development and improvement, following decentralized planning and implementation procedures, including enhanced community participation. The investments will be targeted at poorer districts that have been most severely affected by the crisis. The works financed under this component will consist of village projects and larger district level works. The funds will be provided by the Government to the eligible districts on a block grant basis.

Project Rationale and Linkage to Country/Regional Strategy As a result of the economic crisis, unemployment and under-employment are on the increase, and the impact is being felt disproportionately by households dependent partially or entirely on wage income. To reduce the suffering of vulnerable groups and to preserve social unity in the short term, the Government is implementing a range of social protection programs. To help alleviate poverty, whether traditional or crisis-induced, and improve the responsiveness and efficiency of basic services and development, the Government is proposing to accelerate the process of decentralization and local government reform as part of its economic recovery measures and has initiated the preparation of related legislation.

Business Opportunities

Consulting Services (R)The proposed consulting services are grouped into two packages (i) project management support to the project management office (PMO) for the investment loan support; and (ii) implementation support to participating districts and communities. It is estimated that a total of 450 person months of consultant inputs will be required for the PMO, comprising 90 person months of international and 360 person months of domestic consultants with expertise in urban planning and development, participatory processes, public awareness, monitoring, training, legal aspects of local government financial systems and nongovernment organization (NGO) involvement. The district level consultants will consist of five persons with expertise in facilitation, technical design and implementation, planning, local government institutions and monitoring. The services will be required during the four years of implementation of CLGS:SDP. The consultants will be selected and recruited in accordance with the Bank's Guidelines on the Use of Consultants.
Procurement Procurement for the Project will be limited to: (i) computers and training materials; (ii) construction materials; and (iii) some equipment for the subprojects. All procurement will be made in accordance with the Bank's Guidelines on Procurement.
