(R)The overall objective of the technical assistance (TA) is to develop a Project Performance Monitoring and Evaluation System to provide information that will be used for the purpose of improving and strengthening participatory development planning and implementation. The resultant system will monitor and evaluate the proposed investment loan under Community and Local Government Support: Sector Development Program to assess progress and implementation in the use of funds and delivery of public works and infrastructure activities, measure impacts resulting from project initiatives and strategies, and measure the participatory processes.

The scope of the TA includes (i) the development of a detailed design and work plan, which includes establishing a Participatory Project Monitoring and Evaluation (PPME) system, that is integrated with project planning and implementation; (ii) establish an efficient and effective information and reporting systems; (iii) hands-on training workshops to introduce PPME concepts and to identify criteria and indicators which will be used for macro-level, district level, and village level monitoring and evaluation; (iv) the development of separate training modules for district-level and village-level trainers and facilitators that integrate training for PPME; and (v) develop the role of public representation in policy making and planning at the district level, including the role of the Community Development Forum (CDF), and strategic issues for institutionalising PPME in the planning process at both the community and district levels.

Consulting Services (R)The consultants will include an eligible international consulting company as the lead firm, in association with nongovernment organizations and domestic consulting firms. The consultants will be recruited by the Bank to provide support to the institutional development process under the proposed Community and Local Government Support: Sector Development Program. The assignment will involve the services of 95 person-months of input comprising 60 person-months of domestic and 35 person-months of international institutional specialists. The consultants will report directly to the Bank and the Secretariat in BAPPENAS and liaise closely with implementing agencies at the district level. The consultants will be recruited in accordance with the Bank's Guidelines on the Use of Consultants.
