Description The proposed technical assistance (TA) will assist the Government in preparing a detailed investment plan and regional strategy for the North-South intermodal transport corridor in West Bengal. First, the TA will determine the overall social and economic costs and benefits flowing from a comprehensive North-South transport corridor development. Second, the TA will assess economic and financial scenarios associated with alternative sets of corridor investments, and associate likely financial modalities/structures with any identified alternative. A third objective will be to examine the legal and organizational setup for effective public-private partnerships for intermodal transport investments in West Bengal. Fourth, the TA will prioritize investments in a medium-term plan, which would form the basis from which the Bank could proceed with at least one high-priority public/private sector investment project.

Consulting Services About 46 person-months of consulting services will be required, including about 16 person-months of international consulting services and 30 person-months of domestic consulting services in the fields of highway engineering, transport economics, road maintenance operations, environmental analysis, and social impact assessment .
