Description

ADB will provide support for the investment program in the form of a multitranche financing facility (MFF). Such support provides a platform for financial and expert

assistance, blending reform and capacity development with investments.

Project Rationale and Linkage to Country/Regional Strategy The loan will partially fund distribution system investments to deliver power to consumers more reliability, more efficiently, and at a higher quality. Improvements in voltage profiles will be evident through better lighting and fewer equipment failures. Supply will be more consistent and momentary outages will be significantly reduced. Furthermore, technical and non-technical losses will be reduced. These outcomes will provide support to achieve sector profitability and financial sustainability.
Impact Improved quality and reliability of power supply to meet demand for sustainable economic growth in Madhya Pradesh.

Description of Outcome Reduction of electric distribution system losses, improved reliability of power, increased system capacity and improved customer connectivity.
Progress Toward Outcome Project physically closed on 31 December 2014.

Description of Project Outputs

Part A: DISCOM-C: Conversion of low voltage distribution to high voltage (11kV) distribution, introduction of automatic remote meter reading, and renovation and modernization of 33/11kV substations.

Part B: DISCOM-E: Conversion of low voltage distribution to high voltage (11kV) distribution, and separation of agricultural feeders from village feeders.

Part C: DISCOM-W: Augmentation, renovation and modernization of 33/11kV substations, construction of new 33/11kV substation, installation of capacitor banks in substations, construction of new and augmentation of existing 11kV lines, and enhancement of ITsystems (introduction of SCADA and remote metering reading)

Environmental Aspects The Environmental Monitoring reports submitted by DISCOMs have been uploaded on ADB website.
Involuntary Resettlement No land acquisition and resettlement issues have been reported. All necessary reports submitted during processing stage.

Stakeholder Communication, Participation, and Consultation
During Project Design During Project preparation, consultations were held with the concerned Government officials. Additionally, consultations were also carried out with the affected persons in the project area and with the local community.
During Project Implementation Public consultation with all stakeholders continued throughout implementation of the project.
Business Opportunities
Consulting Services As DISCOM staff are technically qualified and fully familiar with ADB procedures, no consulting services are required.
Procurement Procurement is in accordance with ADB's Procurement Guidelines (as amended from time to time). International competitive bidding (ICB) is used to procure equipment (conductors, transformers, etc) and turnkey construction of the facilities. ICB is being utilized for supply contracts estimated to cost the equivalent of $1 million or more. Limited international bidding or national competitive bidding (NCB) will be used for supply contracts estimated at $100,000-$1 million, and shopping for contracts estimated at less than $100,000.
