Summary

Tranche 6 investments will continue to address bottlenecks in electricity delivery and widespread commercial loss addressed by the Multitranche Financing Facility (MFF) to provide a solid foundation for sustainable growth of reformed power sector in Madhya Pradesh (MP). Consequently, quality and reliability of supply to consumers will improve resulting better productive use of electricity, enhanced quality of life and economic growth. Secure and predictable supply of electricity will also ensure improved conditions in schools, hospitals, and other social services. Reduced commercial losses will improve financial position of DISCOM-C and introduction of information technology application for management will result in overall improvement of service quality of electricity distribution companies.

Project Rationale and Linkage to Country/Regional Strategy The Transmission & Distribution systems in MP have suffered mainly from the following problems: (i) large unaccounted commercial losses; (ii) unbalanced power flow; (iii) poor voltage regulation; and iv) high level of technical losses. The need for a consistent and long lasting solution aimed at improving and strengthening of the power distribution network with minimum losses in the long run through integrated planning for distribution system has been felt for a long time. The MFF supported transmission and distribution improvements through Tranches 1 through 5. Technical and commercial losses of 43% in 2006 came down to about 35% in 2010 as a result of the system improvement and installation of HVDS systems. The last tranche of the MFF, Tranche 6, carries out the same activities in the DISCOM-C area. The Restructured Accelerated Power Development Reform Program (R-APDRP) of the Government cover major 32 towns having a population of more than 30,000 per town and the remaining 117 towns will be covered under the Tranche 6.

Involuntary Resettlement No land acquisition and resettlement issues have been reported. All necessary reports submitted during processing stage.
Indigenous Peoples For Tranche 6, there are no indigenous peoples in the project area.
Stakeholder Communication, Participation, and Consultation
During Project Design During Project preparation, consultations were held with the concerned Government officials. Additionally, consultations were also carried out with the affected persons in the project area and with the local community.
During Project Implementation Public consultation with all stakeholders continued throughout implementation of the project.
Business Opportunities
Consulting Services As DISCOM staffs are technically qualified, experienced and fully familiar with ADB procedures, no consulting services are required.
Procurement Goods, equipment, and civil work to be financed under the tranche are being procured in accordance with ADB Procurement Guidelines (April 2010, as amended from time to time). International competitive bidding (ICB) is being used for civil works and turn key contracts, while national competitive bidding (NCB) will be used for contracts for goods and equipment estimated to cost less than $1.0 million.
