Description

The objective of the small-scale TA is to assist the Government with the review of public expenditure in selected ministries, particularly in the health sector, and to provide early advice on the preparation of the medium-term budget framework and 2000 budget. The urgency of the project is due to the need to bring forward the initial stages of the budgetary cycle to allow greater thought and analysis to be put into the budget preparation process, prior to the budget submission to Cabinet. The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.

The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
