Consulting Services Consultancy services will comprise i) a review of demand and constraints; ii) a full engineering study; iii) alternative development plans; iv) preliminary design and cost estimates for each proposed investment alternative; v) economic and financial evaluations of each alternative; vi) selection of the optimal development alternative; vii) detailed physical plan with capital expenditure program and final design report; viii) procedures for terminal allocation to private operators; ix) analysis of social impacts, mitigation and benefit distribution; and x) full environmental impact assessment.
