The objective of the Study is to develop a nationwide savings and credit union system. The purpose is to pilot test SCUs and legislation and regulation, policies and procedures and supervisory arrangements for SCUs. The Study will (i) establish up to three pilot SCUs (ii) train officials and staff of the SCUs in SCU organization, operations and financial management, and the duties and responsibilities of Board, Credit Committee, Audit Committee and management (iii) train CBU staff in supervision of SCUs (iv) supervise the implementation of the legal and regulatory framework and recommend any improvements (v) supervise the implementation of the SCU operational policies and procedures and recommend any improvements and (vi) establish and operate a trial regulatory unit in the CBU. The TA will include workshops and oversea study tour training to expose and train SCUs officials and managers and CBU staff in the operations and supervision of SCUs.
