The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.

The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.

Consulting Services International consultants will provide a total of 9 person-months of consulting services and will include experts from the fields of SME business management, finance, institutional development, industry policy, and IT. Domestic consultants will provide 10 person-months of services in the areas of SME business service provision, and finance and banking, industry policy and law, and IT.
