Description The main objective of the technical assistance (TA) is to assist the Government in preparing a project suitable for ADB financing through reviewing and strengthening the project documents. The TA will (i) review and update the Government's feasibility study (Ya'an Lugu Expressway) and preliminary design and identify an associated road network to be upgraded under the Project (ii) prepare a social impact assessment report focusing on poverty reduction analysis (iii) review the environmental impact assessment (EIA) and prepare a summary EIA and (iv) review and improve a resettlement plan. The TA will also examine and recommend ways to strengthen the ongoing policy dialogue and institutional reforms in the road sector.

Consulting Services International consultants(15 person months) in association with domestic consultants (18 person months) will be required with expertise in highway engineering, transport economics, financial operation analysis, social impact assessment focusing on poverty impact analysis, resettlement planning, and environmental impact assessment.
