Summary

The objective of the technical assistance (TA) is to assist the Government of North-West Frontier Province (NWFP) prepare a program of reforms to make devolved social services more effective, efficient, equitable, and sustainable that will have major benefits for the poor in health, education, and water supply and sanitation. The TA will have three outputs: (i) design support mechanisms for devolved social services that will support local governments and communities in making social services more effective, efficient, efficient, equitable, and sustainable, and serve as a vehicle for coordination and monitoring; (ii) plan a program loan to establish these support mechanisms and the related reform agenda that will help develop a selection of policies and reforms to be supported from loan proceeds, and plan technical support to improve social services based on local needs; and (iii) prepare a project for capacity building and program support.

Domestic experts - (i) governance and institutional development specialist and team leader (5 person-months); (ii) nongovernment organization (NGO) and public-private partnership specialist (4 person-months); (iii) financial analyst and economist and co-team leader (5 person-months); and (iv) poverty, gender, and social participation specialist (3 person-months).

International experts - (i) education reform specialist (2 person-months); (ii) health sector reform specialist (2.5 person-months); and (iii) water and supply and sanitation specialist (2.5 person-months).
